With little change envisaged in governance discourse and economic policy between the previous and current administration, the outlook for the poor in South Africa does not look any better than in previous years.1 Exacerbated by the global economic crisis and rising food prices, the future looks even bleaker with Government’s response to the economic crisis being slow, minimalist and disproportionate. This is clear in Government’s failure to consider the impact of this crisis on the poor who are the most severely affected.
